Josh Ulman, Executive Director
Josh Ulman is the founder of Ulman Public Policy & Federal Relations. For over a decade, Josh has assisted businesses, business organizations, governments and coalitions in developing and implementing strategies for achieving their legislative and regulatory objectives. Throughout his career, Josh has represented a wide range of industries and interests on many diverse issues.
Prior to forming Ulman Public Policy & Federal Relations, Josh was Director of Labor Law Policy at the U.S. Chamber of Commerce as well as labor and employment counsel at the Chamber’s litigation center. Josh also served as Director of Government Relations for both an association of human resource executives from Fortune 500 companies and the 300-attorney labor, employment and employee benefits section at a large international law firm. He practiced labor and employment law in Providence, Rhode Island, before coming to Washington.
Josh received his A.B. from Vassar College and his J.D. from the George Washington University Law School. He lives in Northern Virginia with his wife, Janet Brown, and their four sons.
Basil Thomson, Senior Director
Basil is a senior associate with Ulman Public Policy & Federal Relations. Basil provides clients with analysis of legislative and regulatory proposals introduced in the United States Congress, throughout the Executive Branch, and in state legislatures and agencies around the country. As part of this work, he leads research initiatives for clients on a multitude of issues, including urban forestry, financial services, labor relations, healthcare, immigration and workplace safety. Additionally, he attends committee hearings and coalition meetings, drafts client newsletters and represents client before policy makers in Congress and federal agencies. Basil’s portfolio of work also includes managing websites for coalitions run by Ulman Public Policy, drafting grassroots letters and materials to engage clients’ members on important regulatory initiatives, spearheading educational outreach efforts of Members of Congress, presenting on public policy and politics at conferences and on webinars, and conducting member outreach.
Basil is a graduate of the University of New Hampshire with a degree in International Affairs and Spanish. He resides on Capitol Hill.
Bailey Graves, Legislative Assistant
Bailey Graves joined Ulman Public Policy & Federal Relations in 2019. Since starting, Bailey has helped with research initiatives in areas such as urban forestry, tree care, and the effects of autonomous vehicles on the workforce. She also provides help with day-to-day operations at Ulman Policy and with clients.
Bailey provides clients with analysis of legislative and regulatory proposals introduced in the United States Congress, throughout the Executive Branch, and in state legislatures and agencies around the country. Additionally, she attends committee hearings and coalition meetings, drafts client newsletters, and represents clients before policy makers in Congress and federal agencies.
Prior to joining the firm, Bailey interned at the district office of Rep. Seth Moulton in Massachusetts. She worked closely with the Director of Casework in the office, focusing mostly on issues related to Social Security and Medicare. Bailey is a graduate of the University of Virginia with a degree in Economics and Government. She resides in Washington, DC.
